People is who's in the Topic, in which roles.
Add someone
Choose Add, and pick the person.
Tick their roles.
Choose Done.
You can also put a user group on a role, so everyone in the group gets it.
Changes in People take effect straight away. They aren't part of the design's Save, and don't need publishing.
