User groups save you adding people to Topics one at a time. Open Data Composer → User Groups.
Groups form a tree: for example Operations → Midlands → Birmingham team.
Put people in groups.
In a Topic's People, put a group on a role, and everyone in it gets that role.
Managing user groups needs the permission to manage them (the owner and administrators by default).
